AS 1 : Eligible expenses

The list of eligible expenses includes all expenses related to PROCEED program’s activities carried out by the Regions, as defined below:

Investment:
- Motorbikes
- Computers
Material and consumables:
- Water supply contractor equipment
- Water supply materials (pipes + fittings)
- Office supplies related to the PROCEED
- Fuel for vehicles
Works:
- Water supply contractor
Services:
- Contract with Farming Training Centre (FTC) to produce and distribute grass
- Insurance for vehicles
- Vehicle maintenance
Human resources:
- Top up for civil servants involved in the PROCEED
- Per diem and travel allowances
Financial expenses:
- Bank charges
- Exchange rate losses, if any.

VAT treatment. The expenses paid by the program from the Regions’ bank account pays the VAT. It is compensated by regional matching funds on the PROCEED program’s account.

The interest earned on any bank account, if any, are used to cover PROCEED program’s expenses.
