Definitions
For the purpose of the PROCEED program, some specific terms are used and defined in the following table:

| Administrative assistance | Assistance provided to the region and zones to support the administrative management of the PROCEED program, aimed to increase the local capacities to lead and manage effective development |
| AFD Agency | Means the French Development Agency (AFD) – located in Addis Ababa |
| AFD Agency’s no-objection | A “no-objection notice” is a formal confirmation from the AFD Agency indicating that they have no objections to the proposed actions or decisions, allowing them to proceed as planned. The requests for no-objection must be sent by the Regions through the Administrative Assistance to the AFD Agency |
| ARIA | ARIA (Alliance of RCBDIA & Inter Aide) is a consortium between the Ethiopian NGO RCBDIA and the international NGO Inter Aide, working to improve rural livelihoods through agricultural and water services development in Ethiopia. |
| Action/Research | An action/research process aimed at developing complementary innovations to improve the socio-economic conditions of farming families or the performance of water services, with potential for future transfer to local institutions. |
| Local institutions | Local institutions encompass government actors—primarily the Ministry of Water and the Ministry of Agriculture in this project— as well as local administrative authorities involved in the PROCEED program at all administrative levels (Regions, Zones, Woreda, and Kebele). |
| MoP (Manual of procedures) | A binding document describing the mandatory administrative, financial and technical procedures to be followed by the program parties. The term MoP refers to both the Procedures presented in the core document and its Annexes. |
| MoP Annexe | A document that is an integral part of the MoP and holds the same level of applicability as the core document. |
| Observatory | A unit designed to monitor and collect data related to the program, providing ongoing analysis and insights to support informed decision-making and track progress towards project goals. |
| Peer Educator (Farmer) | A farmer with the capacity to support other neighbouring farmers on SWC activities. |
| Peer Trainer | Means someone with hands-on experience in activities or skills related to the Proceed program, with the role to mentor and train a counterpart to apply similar practices. This can include farming families, local organisations, or government institutions, using a peer-to-peer approach to share knowledge. |
| Procedures and implementing documents | * A Procedure outlines the steps to complete a specific task or process, detailing actions, responsibilities, tools, and timelines to ensure consistency and compliance. * An Implementing Document provides tools (e.g., forms, templates, checklists) that support the practical application of a procedure, helping users to follow and record the process. The procedure defines what to do, while the implementing document provides how to do it. Modifying a procedure is more restrictive and requires a non-objection notice, whereas changes to the implementing document are more flexible. |

| RTF | Regional Task Force; there is one for the water component and one for agriculture in each region. |

| Technical assistance | Assistance provided to the targeted region and local institutions to support the implementation of the technical procedures for the management of the water and the agriculture components of the project. The technical assistance is provided by ARIA (composed of Inter Aide and RCBDIA). |
