WS: Water Supply Process

Objective

The main objective is to develop a sustainable water service for the benefit of rural families thanks to professionalized Federations and maintenance-friendly constructions.

Presentation of the process

The process is presented in the figure 3, consisting of five main phases, each with several steps:

  • WS – Water Service steps: local actors become able to operate and maintain the schemes to ensure the sustainability of the water service.
  • WD – Water Development vision steps: Government services develop a strategy (Kebele master plan) and prepare design for water supply networks.
  • IS – Investment Selection: Kebeles demonstrating proper management are selected upon strict result-based criteria.
  • ST – Social and Technical Design: Social and Technical specifications are identified and integrated into the water network with local communities.
  • MF – Maintenance Friendly Construction: the water constructions are built to be maintained by the communities, which brings the process back to the WS phase for ongoing sustainability.

All steps and phases are connected to the next ones, with clear interaction processes between activities (steps) and actors (3 Governmental Departments: Scheme Administration; Construction Supervision and Contract Administration; Study and Design). It requires that the different actors cooperate to achieve the whole process with local actors (WUA, WUAF, Contractors, etc.).

For each step, the objectives are described, as well as the conditions required to move on to the next step. If the conditions are not met, additional support and time will be provided through the Technical Assistance to ensure that the next step can be achieved in the following cycle or year.
