Construction supervision strategy and documentation
Introduction
To ensure a quality of construction suitable for long term functional water networks (~40 years), PROCEED initiative is counting on a close supervision of contractors by government construction experts. This supervision should be led as a partnership with contractors to help improve practices and building maintenance friendly sustainable structures.
To support this partnership, methodologies have been developed and shared with all contractors. These are the standards by which construction experts control the quality of the work. To ensure that the main points are not forgotten, experts must fill in a checklist for every structure they supervise, as shown in the example below:
Each point on the checklist must be validated before moving on to the next step, indicated by a green line. In the above example, five points need to be checked before V1 can be validated before the second step can start. Each green line represents one visit. If some points are not validated, the Woreda expert must define corrective measures in collaboration with the contractor. If corrections are impossible, or if the contractor is not cooperating, the zonal management should be informed so that they can decide on sanctions.

In order to supervise efficiently their construction sites, experts should be equipped all the times with network detailed sketchmap, book of standards up to date and the following tools (Caliper only to check pipe thickness):

Construction supervision planning
For every structures types a supervision planning with a number of days (visits) that is used to calculate incentives amounts.
Every construction expert should fill the Format n° MF4-F10 to help organize their supervision visits with contractors and ask for their incentive payments.
